1994-1996, Chief of the legal committee at the St.-Petersburg City Government.
1996-1998, Chief of the legal committee of St.-Petersburg Governor’s Chancellery.
1998, elected Vice Governor of St.-Petersburg.
1999, elected Chairman of the Board of Directors of International Investment and Financial Union.
Aug 1999, Chief of Staff of the Government, Minister.
2000, Deputy Head of the Presidential Administration.
2003, First Deputy Head of the Presidential Administration.
Apr 2004, Chief of staff of the Russian Government.
Sep 2004, President’s representative (envoy) to the South Federal District.
24 Sep 2007, appointed Regional development minister in Zubkov’s Government.
May 2008, retained his seat after appointment of Vladimir Putin as the Prime Minister.
