Born on February 24, 1953, in Baku, Azerbaijan SSR.
Education: Leningrad Aviation Instrument-Making Institute, 1976; Higher USSR KGB Courses, 1980; St. Petersburg Finance Technical School, 1994.
Started working in 1976 as an engineer at the Leninets Scientific Production Association, later served as an instructor with the Nevsky District Commitee of the Young Communist League in Leningrad.
1979-1992, Military service, various hands-on and senior positions in state security and intelligence agencies.
1992-1993, Directorate head with the Russian Tax Police Department for St. Petersburg of the Tax Investigations Directorate of the State Tax Inspectorate for St. Petersburg.
1993-1999, Directorate chief with the Federal Tax Police Service in St. Petersburg.
1999-2000, Presidential Representative to the Leningrad region.
Since 2000, Presidential Plenipotentiary Envoy to the Central Federal District.
