1990, began work as a deputy chairman on the Committee for Economic Reform of the executive committee of the Leningrad Soviet of Workers' Deputies. Following the disbandment of the committee began working on the Committee for the Management of the Leningrad Free Enterprise Zone.
1991-1992, served as Deputy Chairman on the Committee for Economic Development.
August 1992-1993, served as a Chairman of the Mayor's Financial Committee in St.Petersburg.
1993-1996, worked as Deputy, First Deputy Mayor, member of City government and Chairman of the Economy and Finances committee for the city of St. Petersburg.
August 1996,  appointed Deputy Chief of the Presidential Administration of the Russian Federation, and Chief of the Administration on Trade, Economic and Scientific-Technological Cooperation.
March 1997, appointed First Deputy Finance Minister of Russian Federation.
January 1999, became  First Deputy Chairman of the Administration of the Russian Joint Stock Company UES.
June 6, 1999, reappointed First Deputy Finance Minister of Russian Federation.
May 18, 2000, appointed Finance Minister for the Government of the RF.
March 9, 2004, reapointed for the position of Finance Minister.

Along side German Gref and Deputy Prime Minister Zhukov, Kudrin makes up a major part of the group defined as ‘St. Petersburg liberals’ within the government. They are distinguished by their liberal economic, western perspective and are often placed in juxtaposition to the Checkists.

A long term college of Putin since his time in the mayor’s office in St. Petersburg. His pole raitings are not favorable largely due to being seen as responsible for the highly criticized welfare reforms. However, economic experts say that the reforms proved to be highly effective.
