Born March 1, 1956 in Perm into a family of oil industry workers.
Graduated in 1978 from the Perm Polytechnical Institute with a major in mountain engineering. During his studies interned with the Polaznaneft and Koineft oil companies as assistant driller.
1978-1981, engineer and research assistant for PermNIPIneft.
1981-1988, Worked for the Perm Regional Division of the Komsomol.
1988-1990, Created and headed a physical health improvement organization called Kontakt.
1990-1996, Served as General Director of AO EKS International.
1994-1996, Served as a deputy in the Perm Municipal Duma and chaired the committee on Economic policy and taxation.
Dec. 1996-Dec. 2000, mayor of Perm..Dec. 2000-Mar. 2004, governor of the Perm region..Mar. 9, 2004, appointed Natural Resources Minister of the Russian Federation.
