1965, graduated from the Economic Department of the Leningrad Agriculture Institute.
1966, drafted to the Soviet Army where he served for an 18-month term.
1967-1985, worked on collective farms in the Leningrad region.
1985-1991, served in the Communist Party bodies in the Leningrad region
1989-1991, First Deputy Chairman of the Leningrad Region Executive Committee of the Party.
Jan 1992 – Nov 1993, Deputy Chairman of the External Relations Committee of the Saint Petersburg Mayor Office (led by Vladimir Putin).
1993 - 1998, Chief of the Saint Petersburg Department of the State Tax Inspection and simultaneously a Deputy Chairman of the State Tax Inspection for Saint Petersburg.
Dec 1998 appointed Chief of the Saint Petersburg Directorate of the Tax Ministry.
Jul, 1999, appointed Deputy Tax Minister of Russia for the Northwestern region. Simultaneously he was appointed Chief of the Saint Petersburg and Leningrad Oblast Directorate of the Tax Ministry.
Aug 12, 1999, registered as a contender in the Leningrad Oblast governor election, assisted by Boris Gryzlov as his election campaign manager. Lost the election to Valery Serdyukov on Sep 19, 1999, with 8.64 percent of the vote (the 4th place out of 16).
Nov 5, 2001 appointed First Deputy Finance Minister of Russia and Chairman of the Financial Monitoring Committee of the ministry, aimed to fight money laundering.
Mar 16, 2004 renamed to Federal Financial Monitoring Service of the Finance Ministry (FSFM).
On Sep 12, 2007, President Vladimir Putin accepted Prime Minister Fradkov’s sudden resignation and two hours later nominated Viktor Zubkov as a new Prime Minister.
14 Sep 2007, State Duma approved Zubkov as a new Prime Minister of Russia with 381 votes.
