1997-1998, Deputy Minster of Economy.
1998-1999, Deputy President of PromtorgBank.
1999-1999, Executive Director of the Eurasian Rating Agency.
1999-.2000, Vice President of the “Strategic Development Center”.
2000 -2003, First Deputy Minister of Economic Development and Trade.
2003-2005, President of the “Strategic Development Center”.
Oct 2005, appointed Head of the Research Group at “Strategic Development Center”.
24 Sep 2007, appointed Minister of Economic Development and Trade in Zubkov’s Government.

On 24 Sep, President Vladimir Putin appointed a new Russian government, which only slightly differs from the previous government of Mikhail Fradkov. Only three ministers lost their seats in the new government. These were: Minister of Economic Development and Trade German Gref, Minister of Healthcare and Social Development Mikhail Zurabov, and Minister of Regional Development Alexander Yakovlev. New appointments included former deputy minister of finance Tatiana Golikova as the new minister of healthcare and social development, the president’s former envoy to the South Federal District, Dmitry Kozak as regional development minister and former Deputy Minister of Economic Development and Trade Elvira Nabiullina.
