Graduated from the Moscow Institute of the National Economy.
1987 – 1990, Junior Research Assistant in the Scientific and Research Institute of the USSR.
1990 – 1992, worked as an Economist in the State Budget Department of the Finance Ministry.
1992 – 1995, Chief Economist at the State Budget Department of the Finance Ministry.
1995 – 1998, Deputy Head of the Budget Department of the Ministry of Finance.
Apr 1998 – Aug 1998, Head of the Budget Department of the Ministry of Finance.
Aug 1998 – Jul 1999, Head of the Budget Policy Department of the Ministry of Finance.
1999 - 2002, Deputy Finance Minister.
2002 - 2004, First Deputy Minister of Finance.
2004 - 2007, Deputy Minister of Finance.
24 Sep 2007, appointed Minister of Healthcare and Socia Development in Zubkov’s Government.

On 24 Sep, President Vladimir Putin appointed a new Russian government, which only slightly differs from the previous government of Mikhail Fradkov. Only three ministers lost their seats in the new government. These were: Minister of Economic Development and Trade German Gref, Minister of Healthcare and Social Development Mikhail Zurabov, and Minister of Regional Development Alexander Yakovlev. New appointments included the president’s former envoy to the South Federal District, Dmitry Kozak as regional development minister, former Deputy Minister of Economic Development and Trade Elvira Nabiullina and former deputy minister of finance Tatiana Golikova as the new minister of healthcare and social development. Tatiana Golikova is married to the Minster of Industry and Energy Viktor Khristenko
