Aug 1998 – Jul 1999, Head of the Budget Policy Department of the Ministry of Finance.
1999 - 2002, Deputy Finance Minister.
2002 - 2004, First Deputy Minister of Finance.
2004 - 2007, Deputy Minister of Finance.
24 Sep 2007, appointed Minister of Healthcare and Socia Development in Zubkov’s Government.
On 24 Sep, President Vladimir Putin appointed a new Russian government, which only slightly differs from the previous government of Mikhail Fradkov. Only three ministers lost their seats in the new government. These were: Minister of Economic Development and Trade German Gref, Minister of Healthcare and Social Development Mikhail Zurabov, and Minister of Regional Development Alexander Yakovlev.
New appointments included the president’s former envoy to the South Federal District, Dmitry Kozak as regional development minister, former Deputy Minister of Economic Development and Trade Elvira Nabiullina and former deputy minister of finance Tatiana Golikova as the new minister of healthcare and social development. Tatiana Golikova is married to the Minster of Industry and Energy Viktor Khristenko
