Georgian Territorial System includes three levels of division:

The Upper (Regional) level
Georgia is divided into 9 Regions, 2 Autonomous Republics (Adjara and Abkhazia) and the capital of Tbilisi.

The Regional administration comprises:
  • Sakrebulo – Legislative body of the respective Region.
  • Gamgeoba - Regional Executive Body
  • Gamgebeli - Head of the Executive body of the Region, appointed directly by the President.
The President also appoints an Envoy to every Region of Georgia. Presidential Envoys have no legislative or executive powers, but act as a liaison between the regional administrations and the President.

The Middle level
The middle level consists of 67 districts and 6 independent cities – Tbilisi, Kutaisi, Rustavi, Poti, Batumi and Sukhumi, which are not within the composition of the district.

The Lower (self-government) level
The lower self-government level consists of villages, communities, small towns and towns which are not within the districts.
Totally in Georgia there are 55 towns, which are under the subordination of the districts, 50 small towns, 842 communities and 165 villages, which elect local self-government bodies.


The Republic of South Ossetia (self-proclaimed Republic within the borders of Georgia) is partly governed by Georgian authorities (Kodori Gorge), the rest of the territory is controlled by the authorities of the Republic of South Ossetia.
